Turn a defined construct into defensible scores
Scale development constructs and evaluates a multi-item measure of a clearly defined domain. It combines conceptual work, item generation, expert and respondent review, piloting and psychometric analysis. Dimensionality, reliability and evidence for intended score interpretations must all be investigated. Statistical item deletion cannot substitute for content coverage, and adapting an existing scale may be preferable to inventing another.
Use when existing measures fail to capture the intended construct, population or context and the project can support qualitative item work followed by appropriately designed quantitative validation.
Strengths

Limitations
- Needs multiple stages and often fresh validation data
- Overfitting items can reduce content coverage and transferability
Know the boundary
High alpha or good factor-model fit alone does not validate a scale.
